An equivalent to the Revision f/x SmoothKit Directional Blur.
Feed it with your footage and a control image with channels like this:
R => X Velocity (normalized 0-1)
G => Y Velocity (normalized 0-1)
B => Speed Value
Parameters are quite simple, a number of iteration which will define
quality of the blur (higher number is NOT always the best)
and Amount of Blur
