When you purchase TAC, the file will load as shareware.  Load the script editor and you will see the License Request Code.  Send that code to kashima@eclo.jp along with a copy of your receipt from CreativeCrash and you will receive the license for your system.

Copy TAC.mll to your maya plug-ins directory.

Copy TAC.mel,
  AEtacPlugTemplate.mel
  AEtacPlugTemplate.res.mel
  AEtacSymmetricalPlugTemplate.mel
  AEtacSymmetricalPlugTemplate.res.mel
  AEtacLayerTemplate.mel
  AEtacLayerTemplate.res.mel
  to your maya scripts directory.

Copy tac_logo.xpm
  tacClear.xpm
  tacOpen.xpm
  tacSave.xpm
  to your maya prefs\icons directory.

e.g. C:\Documents and Settings\"USER"\My Documents\maya\2012\plug-ins\
  C:\Documents and Settings\"USER"\My Documents\maya\2012\scripts\
Start Maya and load plug-in.

Usage:

 TAC Window Open:
  Command "TAC;" in Script Editor.
