I've seen people find plugins from the maya website to convert their files to 3ds, but this capability has long expired. I've also seen others convert their objs to fbx, but not all programs have this capability. For an obj to convert to a 3ds, what i've found is that you can download free MESHLAB, and use that program as your converter. Simply save your obj file in Meshlab as a 3ds file. Done!

Not so much, the 3ds exporter is included with the Bonustools.

The FBX Converter off the autodesk site will batch convert files between obj, dxf, fbx and 3ds.

Hey thanks for the input, people. I'm sure the bonustools is an importer only like joojaa said. I'll try the link about the fbx one. thanks again!
