It powertraces the whole scene (all the frames of animation). Then it goes back and powertraces it again with a slight time offset. Then again, and again, however many times you tell it to. Once this is done it slowly and carefully blends all the renders of each frame together to create one nicely motion blurred image per frame. Now you should be fully aware of how long it will take on your system!
