Hi,
Joints in Maya can be kind of funny. It may seem like the eye joints aren't rotating, because the joints don't appear to rotate, but they are (unless something is messed up with the rig). Probably the quickest way to test it is to parent constrain your eyes, or a cube, or whatever, to each eye joint, and then move the eye controls to see if the eyes/cube rotate.
