Hey Sujayat,
I will look in to adding this to the next version. Translating joints can sometimes cause bad deformations unless there is a joint aiming at them, so I will look at maybe making the clavicle aim at the shoulder, and have the shoulder be able to translate. In the mean time, the easiest way to get some translation happening is to just unlock the translates of the clavicle controls.
If you don't know how or don't want to dig into the channel control, I have a free script that will unlock and unhide all the standard channels of a transform node (translates, rotates, scales and visibility). The script is here:

I will let you know when I come up with something for translation on the shoulders or clavicles.
